The Doing Business Portal is the Ministry of Finance, Planning and Economic Development’s flagship platform for engaging with Uganda’s private sector to create a competitive, business-friendly environment. It is a long-awaited solution to multiple concerns voiced by investors, entrepreneurs, and business associations over the years.
Through this portal, the Ministry will liaise directly with the private sector, sharing policy updates, gathering feedback, tracking reforms, and showcasing opportunities. It serves as both an information hub and a coordination tool to address bottlenecks, improve the ease of doing business, and unlock private sector-led growth.
The Unit is coordinating the implementation of the NSPSD (2022/23- 2026/27) which set out a comprehensive framework for coordinating the growth and development of the Private Sector in the various programs of NDPIII and NDPIV. The overall goal of the Strategy was to “increase competitiveness of the Private Sector and enhance its contribution to economic development”.
The NSPSD (2022/23- 2026/27) is currently under review to be aligned to 10fold growth strategy and the NDPIV with emphasis on Agro-Industry, Tourism, Mineral Development and Services (ATMS) has undergone its midterm evaluation and a Report with recommendations produced.
The Portal is anchored in the Second National Strategy for Private Sector Development (2022/23–2026/27), a national framework to enhance private sector competitiveness and contribution to economic growth.

The Doing Business Portal will be a living platform, continuously updated, responsive to feedback, and results driven. It symbolises the Ministry’s commitment to work hand-in-hand with the private sector to resolve long-standing constraints, strengthen investor confidence, and position Uganda as one of Africa’s most competitive economies.
