BDS provided

Enterprise Uganda. (Eug)

It is mandated by National Business Development Services Framework to be the Centre of Excellence (CoE). It aligns its mandate to government initiatives and priorities as outlined in the NDP IV

It has different number of BDS programs that have impacted MSMEs and some of them include; Business & Enterprise Start-up Tool (BEST), Agri-Business Entrepreneurship Training, Specialized Trainings, Growth-Oriented Tool (Go-Tool), Entrepreneurship Training Workshop (ETW)

It is responsible for coordinating BDS in publicly funded programs like Parish Development Model (PDM), Emyooga among others

Ministry of Trade Industry and Cooperatives. (MTIC)

It has a Business Development and Quality Assurance (BDQA) department under the Directorate of Micro, Small and Medium Enterprises (MSMEs). It is mandated to provide technical leadership in the formation of policies and regulatory framework for business development and quality assurance

The Department has;

Developed training materials that can be used to provide BDS

Leading on creating a data base of BDS providers across the country

The lead ministry in developing the policy and regulations for BDS provision

Through the District Commercial Officers, outreaches are conducted to different businesses across the country by providing trainings.

Ministry of Agriculture, Animal Industry and Fisheries (MAAIF)

Through its Directorate of Extension Services, MAAIF is mandated to promote adoption of appropriate information, knowledge, and R&D technological innovations for commercialization of agriculture across the country.

Uganda Industrial Research Institute (UIRI)

Mandated to engage in applied research and other activities that lead to the rapid industrialization of Uganda

The institute provides a number of Business Development Services including;

1. Guidance on Enterprise Start-Up. UIRI offers comprehensive guidance to individuals and organizations looking to start a business. From developing viable business ideas to crafting implementation strategies.

2. Business Documentation Support. UIRI assists entrepreneurs in preparing essential documents such as business plans, proposals, feasibility studies, and reports to ensure they meet industry standards and are investment-ready.
3. Equipment Sourcing and Production Assistance. UIRI supports entrepreneurs in sourcing reliable and cost-effective equipment and offers production guidance to improve efficiency and output quality.
4. Business Management Expertise. UIRI’s experts provide training and advisory services on financial management, operations planning, resource allocation, and leadership development to empower entrepreneurs to manage their businesses effectively.
5. ICT and Marketing Support. In today’s digital economy, Information and Communication Technology (ICT) and marketing play a critical role in driving business success. UIRI equips entrepreneurs with ICT skills and marketing strategies to enhance their visibility, streamline operations, and engage their target audience effectively.

Uganda Development Bank (UDB)

Uganda Development Bank has different BDS programs, they include;

1. Business Accelerator for Successful Entrepreneurship (BASE) initiative, offers tailored business advisory services designed to strengthen enterprise capacity and performance. These services include support in key areas such as management best practices, corporate governance, financial management (including bookkeeping and record keeping), debt and risk management, strategic business planning, human resource management, and market development.
2. The Project Preparation Facility (PPF) plays a vital role in enhancing the quality and bankability of potential projects by offering expert support throughout the early stages of project development. This includes conducting comprehensive feasibility and pre-feasibility studies—covering technical, financial, legal, and environmental assessments to ensure that projects are viable, sustainable, and attractive to investors. Through the PPF, Uganda Development Bank (UDB) helps create a robust pipeline of investment-ready projects across sectors such as infrastructure, energy, real estate, and more. This proactive approach reduces project uncertainty, mitigates risk, and accelerates development, ultimately contributing to long-term economic growth and national development.

Management Training and Advisory Centre (MTAC)

It is mandated to promote enterprise development and sound management practices through training, advisory, entrepreneurship development services and business

Ministry of Gender Labour and Social Development (MoGLSD)

Under the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project, there is a component of Support for Women Empowerment and Enterprise Development Services

This component focuses on the provision of enterprise development services for women through training (technical, life-skills, digital), business advisory services, and enhanced networks for women through platforms that facilitate market linkages and value chain development and seek to change negative social norms that prevent women from engaging in business activities.

Services/products offered

1. Capacity building of Women Entrepreneurs Platforms to enhance uptake of GROW Project products and services
2. Entrepreneurship Training Core-Course/Essential Skills for Women Entrepreneurs Core course for Women Entrepreneurs
3. Support women entrepreneurs with trade/sector specific training, support to business registration, product development, and certification
4. Support women entrepreneurs and their employees with work placement/apprenticeship

Ministry of Local Government (MoLG)

One of the key functions of the Parish development Model SAACO is to provide technical assistance.
